Program TEMP was a temporary program written to correct time errors,
specifically zero time jumps. To do this a record was read. If it had the same
time as the previous record, the previous record had 18 seconds subtracted from
it before writing it to an output file. This seemed to match the prevailing
pattern of time jumps in the file. Zero jumps occured when the hour field
turned over.
