I think this file is hand-digetized bathymetry in
2-way traveltime(secs), at least until time (178/18123000).
After this time the file seems to have been digetized in
meters at 15 minute intervals.  The reduction conversion
was from seconds to meters until 17818123000, and meters to
seconds after that using no Matthews correction and an
assumed speed of sound of 1500m/sec.
