Description
  Subroutine to jumping to and displaying other parts of a data set. 

       
COMMENTS
  This subroutine is internal to and called by GRAPHED.

       
  The user can use this subroutine to move about a graphically displayed data
  set in one of four ways; by specifying an absolute time window number, by 
  specifying an offset from the current time window in terms of time window
  numbers, by specifying an offset from the current time window in hours, or
  by specifying the starting time of a time window.
    
TO_USE
  call jump (time, icount, istart, startime, timespan)

   
  Input:
    time - array of real time in tenths of a second; previously read from 
           input file
    icount - number of elements in array 'time'
    istart - pointer to starting time of current time window; time (icount)
    startime - starting time of time window in tenths of a second
    timespan - width of time window in tenths of a second
  Output:
    istart = pointer to starting time of new time window; time (icount)
    
PROMPTS
  You may jump:

    1) a specified number of windows
    2) to a specific window number
    3) a specified number of hours
    4) to a specific window starting time
  Enter the number of one of the above methods you wish to use:
      
 if option 1 selected:
   Enter the number of windows to jump, a positive number to jump forward, or
   a negative number to jump backward:
 if option 2 selected:
   Enter the number of the time window you wish to jump to:
 if option 3 selected:
   Enter the number of hours to jump, a positive number to jump forward, or
   a negative number to jump backward:
 if option 4 selected:
   Enter the starting time of the window you wish to jump to
   using day, hour, minute, second, tenth format:
   DDDHHMMSST
